Member Circular 09/2010: Regulations of the People's Republic of China on the prevention and control of marine pollution from ships
The requirement that owners/operators of certain ships enter into a pollution clean up contract with a Maritime Safety Agency (MSA) approved pollution response company before the vessel enters a PRC port has been further postponed and even after issuance of these additional rules, there will be a "grace" period before their implementation.

This circular applies to owners of tank vessels carrying oil calling at US ports.

Major export terminals in, amongst others, Brazil and Australia have been speeding up iron ore and coal loading rates in an attempt to increase turnover time and reduce congestion. Masters of vessels have been under pressure to arrive in the port with as little ballast as possible which have a detrimental effect on the manoeuvrability of the vessel.
Loss Prevention Circular No. 09-10: Ocean towage of newbuilding hull
Gard has seen an increasing number of incidents occurring during ocean towage of hulls from construction yard to outfitting site. The incidents are mainly caused by the loss of towage connection, followed by an inability to re-establish the tow before perilous situations arise and consequential stranding occurs.
